Introduction
 The Ministry of Health and Family Welfare (MoHFW) introduced the Mother NGO Scheme under the Reproductive and Child Health Programme during the 9th Five Year Plan. Under this scheme, the Ministry identified and approved grants to selected NGOs, called Mother NGOs, (MNGOs).

The basic philosophy if this scheme is to nurture and undertake capacity building to address gaps in information on RCH Services, build strong institutional capacity at the state and district level and generate awareness and advocacy. In keeping with the philosophy of capacity building, MNGOs, of national repute were identified as Regional Resource Centres by the Ministry of Health and Family Welfare (RRCs), to provide technical support to MNGO, with financial assistance from UNFPA. PFI was chosen as a RRC for Bihar and Chhattisgarh to address Reproductive and child health issues from policy, advocacy to service delivery.

PFI has been playing an important role in providing technical support for NGO capacity enhancement, documentation of promising practices, induction and in house training, liasoning with state governments, updating database on Reproductive and Child Health and development of Management Information Systems.

 
Objective
 

The objective of the RRC Scheme is to provide assistance and support for a random of programme management and technical intervention areas to the State NGO committee, Mother NGOs (MNGOs) / Field NGOs (FNGOs), and Service NGOs (SNGOs). Capacity building of MNGOs/ FNGOs/ SNGOs will be provided:

·         Through support for project development, training in program and technical areas, dissemination of relevant training and communication material

·         By creating and facilitating access to a database of technical and human resources relevant to family planning and RCH interventions

·         By conducting periodic field visits for technical assistance and training needs assessments, and follow up of effectiveness of inputs

·         By providing a platform for advocacy to facilitate GO-NGO networking

·         Also provide inputs to GOI to enable policy modifications/formulation for NGO programmes

 
Expected Outcomes
 

The expected outcomes are as follows:

·         A network of institutions across the country capable of providing high quality technical assistance and to a range of NGOs working to improve RCH as per the goals of NPP 2000

·         Closer linkage between State governments and MNGO/SNGO at state and district levels

·         Increased access to NGOs to district level disaggregated data, training and communication material, and information on policies and programmes

·         Development of NGO resource directory for RCH issues at state level

·         Inputs to State Government and GOI for mid course correction and policy modifications
