Primary Responsibility
The primary objective of RRC would be provision of technical assistance for capacity building of all stakeholders under the NGO schemes of Ministry of Health and Family Welfare, Government of India.
Administrative Responsibilities
The administrative responsibilities include acting as a member of the State and District level RCH societies, to participate in field appraisals, selection and sanctioning of the MNGOs/ SNGOs projects. The role also includes coordinating with Best Practice Centres (BPC) who are the specialized institutions/ NGOs to provide technical resources in particular fields like Adolescent Health, Gender Issues, Exclusive Breast Feeding etc.
Services Expected to be Provided by the RRC
It is expected that one RRC will be able to cater to the needs of the MNGOs/ SNGOs in about 3-4 contiguous states/ Union territories.
It is expected that RRC will conduct field appraisals of short listed MNGOs/ SNGOs in each State and submit reports to State NGO Committee. It is also expected to conduct or participate in field visits and assist in review of periodic progress reports to assess effectiveness of technical support and training inputs. RRC services also include analyzing evaluation reports of MNGOs/ SNGOs submitted by evaluation agencies and modify technical assistance plans as required.
Direct Support to MNGOs/ SNGOs/ FNGOs and Other Stakeholders
RRC supports MNGOs/ SNGOs to develop detailed projects according to specified guidelines. It supports MNGOs/ SNGOs to develop training and technical assistance plans based on participatory needs assessment. It aims at strengthening MNGO/FNGO/SNGO skills to assess community needs and enhance community participation. RRC also conduct training workshops on a range of organizational, management and technical issues to increase effectiveness of MNGOs and SNGOs. RRC facilitates MNGOs to enable transfer of skills and knowledge to FNGOs through workshops, dissemination of relevant training and technical material.
Another key responsibility of the RRC is to document and disseminate successful approaches, innovations and creative strategies in RCH service delivery and community mobilization. RRC also enables MNGOs/ SNGOs to study best practices for particular interventions through exposure and demonstration visits to Best Practices centres/Project Areas. RRC also conducts quarterly experience sharing meeting of stakeholders.
Networking, Coordination Role
RRC facilitates networking and sharing of experiences and lessons learned between MNGOs, SNGOs, FNGOs, State NGO Coordinators and State Governments.
Clearing House and Data Repository and Dissemination Body
RRC serves as a clearing house for training and communication material. It maintains and facilitates access to database for MNGOs/ SNGOs which includes information on current technical standards, service delivery guidelines and norms, national and state legislation on medical and health issues. RRC also maintains a database on demographic indicators, coverage, service delivery infrastructure and utilization data for the region in both public and private systems for the RCH interventions.
Apart from the above mentioned database, RRC maintains a database of institutions and individuals who can assist with project development, management and technical training, behavior change communication strategies, and research.
RRCs cannot simultaneously act as MNGO, SNGO or FNGO, as the role of RRC is to build their capacity and facilitate selection of these NGOs by participating in various committees.
Relationship with the Parent Organization
The RRC functions within the framework of the sponsoring parent NGO organization. RRC draws upon the organizational values and expertise and contribute to the overall purpose of the organization. An Advisory Committee may be formed within each organization with designated members (with expertise in related areas for enhancing RRC capacity) and Chief Executive as the Chairperson to review RRC performance and provide periodic advice to the RRC.
