Training Providers, Benchmarking Services and Delivering Family Planning Services through Public, Private and NGO Sectors in Bihar

 

The Population Foundation of India has undertaken the project titled ‘Training Providers, Benchmarking Services and Delivering Family Planning Services through Public, Private and NGO Sectors in Bihar’in association with an organization called JANANI. The project covers three Divisions of Bihar, namely, Purnia, Motihari and Gaya over a period of three years including a one-year extension phase starting from April 2005. The main objectives of the project are to:

Create easily accessible training facilities for doctors and ANMs from the private NGO, and public sectors in the respective districts of Bihar.
Deliver large volumes of family planning services at affordable prices to the low and low-middle income groups, and
Benchmark and promote quality of care and pricing of social franchise products and services.
 

Three clinics, one in each divisional headquarters of Purnia, Motihari and Gaya, have been started. The coordinator of the project has been appointed and the clinic staff and the field staff have been trained. The training of doctors and ANMs in deliveries, family planning and other surgical procedures has been done at the JANANI owned clinic at Patna, as the PFI supported clinics have not been registered for Medical Termination of Pregnancy (MTP) as yet. JANANI has applied for MTP registration of these clinics and the clearance of the district administration is still awaited. Initiatives have been started to insure these clinics as well.

 
A local entrepreneur has been identified to run the Purnia clinic, which is functioning round the clock (24 hours). The clinic is providing services like delivery, gynaecological and general surgical procedures. The Purnia clinic has the highest number of contraceptive acceptors among the three clinics. The adoption of family planning services as well as MTP/MR varies between twenty one percent and fifty six percent. The Motihari clinic is also showing good response and a decision has been taken to convert the Motihari clinic into a 24 hours clinic. The referrals are mainly for sterilizations. The Gaya clinic has been shifted to a new address. A permanent doctor has been recruited who will also be the entrepreneur of this clinic.
 
These clinics serve as centres providing quality services on reproductive health/family planning for the region.
