The Ministry
of Health and Family Welfare, Government of India, has been
implementing the NGO networking of the RCH programme through
the Mother NGO scheme. This programme was found to be lacking
in technical and programme capacity in implementing RCH interventions.
To bridge this gap, the Ministry had decided to establish
institutions to be known as ‘Regional Resource Centres’ (RRCs),
with financial support of UNFPA. The Population Foundation
of India was selected to be a RRC for Bihar and Chhattisgarh.
The role of RRCs is to provide technical support to MNGOs
for implementation of RCH initiatives and to enhance the
quality of service delivered by stakeholders. PFI has set
up offices at Patna and Raipur to manage this programme. |

| Objectives of
the RRC: |

Support
for project development, training in program and technical
areas, dissemination of relevant training and communication
materials. |

Creating and facilitating access to database of technical
and human resources relevant to family planning and RCH
Interventions. |

|
Conducting periodic field visits for technical assistance
and training needs assessment, and follow up for effectiveness
of inputs. |

|
Providing a platform for advocacy to facilitate GO-NGO networking.
|
| |
|
|
Providing inputs to GOI to enable policy modification
/formulation for NGO programmes. |

Expected
Outcomes from the RRC: |

|
|
A network of institutions
across the country capable of providing high quality technical
assistance to a range of NGOs working to improve RCH as per
the goals of the National Population Policy, 2000. |

Closer linkage between
State Governments and MNGO/SNGOs at state and district levels. |
| |
|
|
Increased access of NGOs to district level disaggregated
data, training and communication material, and information
on policies and programmes. |

|
Development of NGO resource directory for RCH issues
at State level. |

|
State government and GOI
receive inputs for mid course correction and policy modification. |

| The Government of
India sanctioned the project in February, 05 and after a preparatory
phase of two months the new RRCs were expected to be fully
functional from April 2005. The Governing Board of PFI approved
additional budget for smooth coordination of activities in
the two geographically non-contiguous states as well as with
the Government of India. |

| A workshop was held
during 23-30, March 2005 by the Apex Resource Centre of the
Health Ministry to orient the newly appointed RRC staff members
and to formulate a guideline on developing the strategic plan
document. The strategic plan documents along with activity
plan and a budget for next two years were developed and submitted
to Apex Resource Centre, Government of India. |
