Empowerment of Panchayati Raj Institutions through Mass Media
 

The Population Foundation of India, in association with Emmanuel Hospital Association (EHA), Dehradun implemented a project titled ‘Empowerment of Panchayati Raj Institutions through Mass Media’. The project was carried out in Uttaranchal - in Sahaspur and Vikasnagar blocks of Dehradun District and the Jaunpur block of Tehri District. The objectives of the project were (i) to sensitize the Panchayati Raj Institutions on the responsibilities allocated to them after the seventy-third Amendment in relation to health and related social issues; (ii) to build the capacity of local governance with regard to health and related social issues, (iii) to empower women members of community based organizations such as self-help groups, village management committees/village development committees through training on health and social issues, and (iv) to provide a forum for empowerment of the community through Self Help Groups (SHGs)/Community Based Organizations (CBOs).

 
The strategies involved in the programme were (i) organising a series of two-day workshops in the project areas (ii) providing printed material on nine topics, which are Panchayati Raj, reproductive and child health, gender and rights issues, communicable diseases and their prevention, food and nutrition, importance of literacy and education, population and development issues, family planning methods and water and sanitation, (iii) developing a set of Video Compact Discs (VCDs) on the nine topics, (iv) creating a cadre of master trainers in the community, and (v) following up of the workshop.
 
Two Training of Trainers workshops (ToTs) were conducted before starting the training programmes in the project areas. At the first workshop, fifteen Master Trainers, working with EHA, from three blocks were trained; and at the second workshop the participants were Panchayat pradhans and Panchayat members from three blocks along with staff members of EHA.
 

Eight video tapes, prepared by the Foundation, were used as communication tools for training. Modules in Hindi and Compact Discs, prepared by the Foundation, were distributed to the participants. Emphasis was laid on twenty nine responsibilities of the Panchayats and what role they could play in dealing with the responsibilities related to health and social issues. Forty nine training programmes were conducted in Sahaspur and Vikasnagar blocks of Dehradun and the Jaunpur block of Tehri. The Block Development Committee (BDC) members, Pradhans and Panchayat members (ward members), ANM and ICDS workers, school teachers, selected SHG representatives (members), members from other CBOs and other opinion makers (political, social and religious leaders), comprised the target group for the programme

 
Outcome of the Programmes:
 
Some of the Panchayats have started including health, education and adolescents related issues in their agenda.
 
All Panchayat leaders encourage parents and school teachers to send adolescents to visit adolescent groups and clubs
 
The programme has played a catalytic role in starting other programmes such as literacy programmes, RCH programmes, adolescent programmes and immunization programmes, and has helped in reducing the number of drop outs in primary schools
 
Panchayats have started playing the role of opinion builders and mobilizing the community to maintain proper sanitation and keep the village clean
 
Issues such as health, immunization, sanitation, education and RCH are now part of the agenda for regular Panchayat meetings.
 
Self Help Groups and other groups being recognized as support groups and pressure groups.
   
The activities of the project were completed during the year under report.
