| Regional Training and Resource Development Centres
(RTRDCs) |

The
Foundation had decided to set-up Regional Training and Resource
Development Centres (RTRDCs) in various states with an objective
of capacity building of small NGOs through a cadre of master
trainers who would in turn train the partner implementing
NGO personnel with the technical support on planning, goal-setting,
resource mobilization and implementation of Reproductive
and Child Health programmes.

The Foundation had initiated 13 RTRDCs with various NGOs/institutions in 10 states
of India. Six RTRDCs have completed their project activities in the year under
report and seven RTRDCs have remained functional - in Orissa with Agragamee,
Kashipur, in Uttar Pradesh with India Literacy Board, Lucknow and CREATE, Mirzapur,
in Maharashtra with Institute of Health Management, Pachod and SHED, Mumbai,
in Rajasthan with Population Research Centre, M L Sukhadia University, Udaipur
and in Jharkhand with Alternative for India Development at Jamshedpur. A training
module on RH was developed by the Foundation. The RTRDCs in turn translated the
modules in local languages after including region specific health topics. All
RTRDCs had selected local resource persons who were trained in the module by
the Foundation. The regular trainings are organized by the RTRDCs with the help
of trained resource persons.

A review meeting of all the 13 RTRDCs was
held at the Foundation during 29–30 September 2004.

To share the important achievements
and lessons learnt from the projects, |

Critically analyze the programme
inputs and modes of implementing critical project activities
to explore what worked and why, |
|
Suggest strategies and synthesize
a plan of action for future. |

| Two
representatives from each of the 13 RTRDCs attended the meeting.
It was chaired by Dr Ashok Dayalchand and (late) Dr Viji
Srinivasan. Each RTRDC made a presentation focusing on their
achievements, constraints, challenges faced and innovations
done by them. A SWOT analysis of the RTRDCs was done. Some
of the major opportunities, which emerged for RTRDCs as a
network, were: : |

To influence health,
population / social development, policy formulations and implementation
in order to bring about a rights-based approach. |
|
Experience sharing
through newsletters and exposure visits for sharing experiences
among RTRDCs. |
|
Network can come
up with innovations, policy options, and alternative strategies
for RCH program, training strategies in RCH and can include
leadership skills in training program and leadership development
in NGOs. |
|
Share resources
like training material, training aid and human resource among
partners of the network. |
|
Encourage local initiatives
such as SHGs/ CBOs/ PRIs etc. and ensure transfer of technology
and experiences. |
|
Develop demonstration sites
themselves or through partners (GO/ NGO) for comprehensive
implementation of RCH programmes in their areas . |
|
Share/ subscribe to a common
ideology and value which should be reflected in training content,
style and methodology as also in other activities. |
|
Take up “action-research” initiatives
to demonstrate results to the government and other agencies. |
