Best Practices Centres

Requirements for technical assistance by SNGOs/ MNGOs would cover a wide range of issues. No single RRC can have the full complement of technical resources to fulfill the diverse requirements of the MNGOs and SNGOs. GOI will identify and select a number of Best Practice Centres (BPC) with issue-based expertise from each State (example: Neo natal care, FP, RTI/STI, MCH, adolescent health, in service training for management, documentation etc.) for respective RRCs to choose to work with. The criteria of selection of BPCs would include demonstrated credibility in the chosen technical aspect, appropriate infrastructure and in-house expertise. While the selection of BPCs rests with GOI, for day to day management, an MOU will be drawn between the RRCs and BPCs.

The support of the BPC is mainly to develop an institutional mechanism for drawing upon external expertise by the RRCs. This does not mean that RRCs would sub-contract capacity building aspect. The BPC expertise will be complementary to the in-house expertise of RRC and facilitate the exposure of MNGO and SNGO staffs to a varied yet balanced mix of technical assistance. The GOI budget will provide a minimum support for engaging two BPCs (the criteria for engagement will be evolved in consultation with RRCs).

The BPC should be a centre located within the State allotted to the RRC so as to facilitate easy reach of the NGOs to the BPC. The BPC should have proven competency in implementing interventions in RCH and related areas. Some examples of the same are mentioned below:

  • Home based newborn care
     

  • Setting up low cost incubators or baby warmers for saving premature babies and underweight newborns
     

  • Involvement of women volunteers in birth planning, care of newborns, etc
     

  • Developing referral systems from village to the nearest first referral unit through community participation
     

  • Organizing blood donation and awareness raising regarding safe blood
     

  • Effective social marketing of contraceptives
     

  • Male participation in RCH activities
