The ARC coordinates among RRCs and provides policy related inputs for improving the effectiveness of the NGO Schemes.

Scope

The primary responsibility of the ARC is to coordinate RRCs and ensure technical support to MNGOs.

Policy Support

The ARC imparts an overall strategic direction to the implementation of the revised NGO Guidelines. It provides inputs for guidelines development, recommend strategies for improvement and readjustments. It facilitates strategy development for strengthening GO-NGO partnerships, and inter-department / ministerial collaboration for improving programme effectiveness.

Advocacy, Coordination and Networking

ARC facilitates the decentralization process, the ARC advocates with various partners at different levels to build and sustain a shared understanding of the NGO Schemes and partnerships. In order to ensure that needs of the NGOs for training and capacity building are adequately met with, it networks and coordinates with technical and resource agencies and other departments.

Technical Resource Development

ARC reviews and develops training modules and materials in response to the emerging needs and priorities in the NGO Schemes. It backstops the preparation of information packages and communication materials for this purpose. It assists in the preparation of tools and mechanisms for monitoring the NGO Schemes.

Capacity Building, Support and Monitoring

The ARC conducts periodic training and orientation programmes for RRCs, MNGOs and different partners to strengthen capacities for programme delivery. It tracks indicators of progress in achieving goals and objectives of the NGO Schemes. It also timely assesses and evaluates the project. It organizes periodic review meetings to share and discuss findings and identify follow-up strategies as required.

Functions


The ARC functions as a resource input to the NGO Division towards an effective implementation of the NGO Schemes within the agreed policy and programme perspective. The NGO Division is directly responsible for routine administrative tasks related to the NGO Schemes.

Team Composition

ARC is managed by a Team Leader, three Consultants, and one support staff. Of the three consultants, two are technical experts and one provides programme support.
